Reviews TEMPEST Test Plans and Test Reports provided by TEMPEST manufacturers. Works closely with Technical Security Systems (TSS) to evaluate new TEMPEST equipment for State Department use and remains current on all State-approved equipment, including any changes in design and/or systems configurations. Determines TEMPEST requirements to protect against compromising emanations both domestically and overseas, and develops mitigation strategies and exception packages in response to requests from overseas security personnel. Reviews TEMPEST countermeasure requirements for domestic and overseas facilities to address existing processing levels and anticipate future requirements. Responds to TEMPEST-related questions, requests for clarification, and other support issues. Represents the State Department at advisory and multi-agency boards, committees, and working groups. Performs TEMPEST technical inspections abroad to ascertain compliance and resolve identified issues as required. The CTPL-II is responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support technical and operational requirements.
Key Duties
- Review TEMPEST test plans, results, and evaluations.
- Develop mitigation strategies and exception packages for overseas posts.
- Respond to TEMPEST‑related inquiries and clarification requests.
- Perform TEMPEST inspections OCONUS and resolve compliance issues.
- Represent DoS in advisory boards and multi‑agency technical groups.
• Current U.S. Government final Top Secret Personnel Security Clearance and able to qualify for SCI access.
• Eligible for and able to obtain and maintain required security clearance/access approvals.
• Minimum of ten years of experience involving TEMPEST research, design, or testing.
• Bachelor’s degree in engineering or similar area of study and/or more than 10 years of experience involving TEMPEST research and testing is desired.
• Specific knowledge of U.S. Government regulations and policies for TEMPEST emanations and technical security countermeasures is highly desired.
• Knowledge and understanding of Intelligence Community standards and directives is required.
• Substantive knowledge and understanding of regulations governing the use of classified materials is required.
• Understanding of radio frequency (RF) testing equipment use and processes.
• Knowledge of acoustics and countermeasures is highly desired.
• Proficiency with Microsoft Office Suite, including Word, Excel, Access, and Outlook.
• Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
• Good attitude and ability to work as a member of a team.
• Self-motivated and able to work effectively with minimal supervision.
• Strong attention to detail, ability to multi-task efficiently, and work in a fast-paced environment on multiple projects.
• Certification or the ability to obtain certification as a Certified TEMPEST Professional Level II is required.
