Electrical Program Manager

IDS International is seeking a Electrical Program Manager to lead the support of the U.S. Army Corps of Engineers (USACE).The Electrical Program Manager(PM) shall be responsible for providing all labor, transportation, equipment, supervision, and required internal logistical support to perform/provide generator set activities. The Electrical PM will also oversee the power construction activities to include low, medium, and high voltage and power services to include low, medium, and high voltage.

Key Responsibilities

  • Serve as project manager to develop scope, schedule, and budget and ensure successful project delivery
  • Provide leadership/mentoring to engineers and technicians and support the management of projects
  • Business development support for public and private sector clients, including identification of prospects, pursuit strategy, proposal development, and marketing activities
  • Needs to have a demonstrated history of management of large projects over a large geographic region with multidisciplinary team of engineers, geologists and scientists on projects involving the investigation, engineering design, and permitting of CCR impoundments and landfills, USACE dams/levees, large industrial projects, and complex geotechnical explorations
  • Experience with water resources engineering is beneficial with experience interacting with permitting agencies and can demonstrate examples of previous success navigating ever changing regulations
  • This candidate must demonstrate experience in the preparation of QA/QC construction documents, technical specifications, and opinions of probable construction costs
  • This candidate must have excellent organizational, written and verbal communication skills
  • Provide leadership for all disciplines performing LSS&L and O&M services including, but not limited to, operations and maintenance, life support, safety, security, airfield services, fuel handling, construction, logistics and supply, QC/QA, contracts management, and procurement.
  • Provide advice and technical assistance on all aspects of electrical power and distribution in support of operations, and supervising and managing separate teams performing prime power missions.
  • Provide senior level oversight and direction for budgeting, resource allocation and resource management in support of the project’s facility maintenance program
  • Oversee process development, implementation, and maintenance.
  • Regularly provide project briefings to senior leadership.
  • Direct and review the work of all personnel each workday to ensure compliance with standards and operating procedures and the requirements of the contract.
  • Maintaining a coherent, integrated, and sustained program capability that fosters program continuity, improvement and innovation that allows for the integration and introduction of new training concepts and aids without disrupting host nation training or relationships with other partner nations.
  • Developing program plans, setting goals and deadlines, implementing procedures to improve productivity and customer service, and defining the responsibilities of supervisory-level managers
  • Ensure that routine maintenance on equipment is performed, and institute system changes to accommodate increased workload and organizational changes.
  • Ensure that adequate personnel are available to accomplish required work, and initiate replenishment actions for expendable supplies.


  • Program Management Professional (PMP) or highly motivated to obtain PMP certification.
  • Certified Professional Engineer.
  • Experience as an Electrical Engineer.
  • Bachelor’s degree in Business Administration, Electrical Engineering, Project Management, or related degree, or AA with 15 years of equivalent SME military experience with a certification and license as an electrician.
  • Minimum of five (5) year of experience in power generation services and/or operations & maintenance.
  • Directly related experience with PM concepts, practices and procedures.
  • Extensive experience working OCONUS.
  • Demonstrated understanding of USACE policies and procedures
  • DoD or other USG program management experience in austere or conflict environments overseas
  • Experiencing managing turn key generator set activities overseas
