Proposal Manager

IDS International has a great new opportunity for an experienced proposal manager/writer to help us grow our business. Under the direction of the Director of Proposals, the successful candidate will be responsible for working closely with business development and program staff to develop and deliver winning, high-quality proposals.   • Manage proposals, including all aspects of proposal development: pre-proposal planning activities, kickoff meeting, theme development, storyboard development, schedule management, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, review team coordination and production
  • Establish and maintain files according to IDS process
  • Prepare data calls for teaming partners (in coordination with capture and contracts)
  • Identify proposal resource requirements and effectively use assigned proposal team members
  • Develop compliance matrix for, and perform compliance check on, all assigned proposals
  • Support graphics development
  • Draft proposal sections, as assigned (e.g., management, past performance, resumes)
  • Review proposal sections for consistency and clarify, compliance, and alignment with win strategy and rewrite proposal sections, as needed
  • Format/edit proposal documents in accordance with customer requirements
  • Produce final proposal in accordance with RFP instructions
  • Perform final quality review
  • Ensure all proposal materials are properly posted on collaboration site
  • Manage development of oral presentations
  • Support data call responses when IDS is subcontractor
  • Help maintain content of IDS repositories
  • Support development of capability statements, briefings, and other marketing materials as requested

Minimum Qualifications/Requirements:

  • Minimum of 4 years’ experience managing and writing proposals in excess of $50M for U.S. government clients (DOD, DOS, and USAID experience a plus)
  • Experience facilitating win strategy and storyboarding sessions
  • Ability to develop and apply section win themes effectively
  • Demonstrated record in leading, managing, and influencing high-performing teams
  • Knowledge of the proposal development life cycle and understanding of Shipley or other best-practice proposal development processes
  • Ability to interview SMEs and develop compelling and compliant proposal sections
  • Must be able to work independently with a minimal level of supervision, as well as part of a team
  • Demonstrated ability to work efficiently under conditions of multiple deadlines and changing priorities, while maintaining deliverable quality
  • Excellent written and verbal communication skills
  • Attention to detail and strong organizational skills
  • Strong problem-solving and analytical skills
  • Proficiency in all Microsoft Office products, including Word, PowerPoint, and Excel
  • Ability to collaborate and work as a team leader and interact with all levels of management
  • Understanding of FAR and DFAR
  • Ability to coordinate with remote subcontractors and proposal team members
  • Highly organized with excellent work ethic
  • Bachelor’s Degree (can be substituted with years of experience)
  • U.S. Citizen with ability to obtain and maintain a U.S. government security clearance 

Preferred Qualifications:

  • Ability to develop compelling graphics that enhance proposal narrative
  • SharePoint experience
  • Shipley training and/or certification
