Contracts Manager - Afghanistan

IDS International is seeking a Contracts Manager (CM) with  to support the Afghanistan National Defense Security Forces (ANDSF) Program in Afghanistan. The program focuses on building organizational capacity and capability at all levels for a self-sustaining national security environment for the Afghan staff. It plays an integral part of the overall security assistance effort by providing skill sets and experience levels. This program synchronizes development of managerial and operational systems necessary for success. This assistance helps develop the core management and operational systems essential to enable the Afghans to independently and effectively plan, program, and manage their national army and police forces.

The Contracts Manager will develop, negotiate, and administer contract and subcontract agreements and acquisition aspects in new business proposals and existing IDIQ subcontracts/task orders in compliance with all FAR requirements. The Contracts Manager interacts regularly with programs, contracts, project control, finance, business development, and customers as required. The Contract Manager shall be responsible for the duties of the Project Manager (PM) when the PM is not available and shall perform the PM duties in the absence of the site PM.

Responsibilities include:

  • Ensuring bids are solicited under FAR guidelines
  • Identifying and vetting potential resources
  • Responsible for review of basic contract and subcontract terms
  • Meets contract requests and process contract documents
  • Coordinate and communicate to all personnel as applicable regarding contract docs and ensure contract requirements are fulfilled 
  • Perform additional duties as assigned
  • Overseeing procurement staff

Required Qualifications:

  • Bachelor’s degree or equivalent Bachelor’s degree
  • Active secret security clearance
  • Minimum of seven years of related experience administering DOD contracts & subcontracts
  • Obtain all necessary background checks and credentials for operating in theater
  • Proficient in the use of spoken and written English language
  • Working knowledge of applicable Federal and Host Nation laws and DOD directives and instructions
