Project Control and Finance Analyst

The Project Control and Finance Analyst will have a very high level of attention to detail and will continually update systems to reflect the progress and current state of all contracts in process. This role requires a proactive approach to actively seek out and consolidate ambiguous information. Excellent written and verbal communication skills are a must as the Project Control & Finance Analyst will work together with several departments to finalize contracts and resolve billing and system discrepancies. 

Responsibilities:

  • Tracking of financial data that is being entered and dispersed. All PR’s are processed through project controls prior to PM approval. Answers finance related questions.
  • Validate expenditures PRIOR to them being made.
  • Anticipate and synchronize all routine data pulls that HQ finance may need to include financial data needed to support proposal builds.
  • Oversee proposal activities, such as, pricing for proposal development, including developing cost/price.
  • Interface with key contracting and procurement personnel as required and/or needed.
  • Prepare monthly cost and project status reports
  • Maintain project budgets
  • Serve as point of contact for corporate accounting staff. Support/push information to HQ for all financial activities concerning the ANDSF program.
  • Research and resolve billing discrepancies; prepare and distribute financial reports to management and/or designee.
  • Provide support on special projects and ad hoc requests
  • Provide cost, schedule and funding planning, reporting, monitoring and analysis support to Program Managers including Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and development of time-phased budgets and schedules.
  • Preparation of program financial Estimates at Complete (EAC) and meet deadlines for submission requirements.
  • Identify project risks and opportunities and provide analytical contribution in working resolution with PM, Contracts, Procurement and Finance/Accounting.
  • Monitor costs and manpower on a weekly basis ensuring that actuals are within budget and charged to the correct job number.  Process cost transfers as required.
  • Perform analytical review and arithmetic checks of cost reporting documentation.
  • Prepare accurate and complete variance analysis and reporting.
  • Prepare/Support Internal Program Review (IPR) presentations for management.
  • Perform ad-hoc financial analysis on the contract as requested by PMO, HQ and others.
  • Support accounts receivable as required during the billing processing.  Monitor billing status and unbilled issues, working with Finance, Contracts, Accounting and PMO to resolve issues in a timely manner.
  • Assists in the preparation of subcontractor and vendor accruals as services/goods are received in accordance with Generally Accepted Accounting Principles (GAAP) and internal policies to ensure that the project's cost/commitment is accurately captured and reported internally and externally.
  • Ensure program revenue and profit is recorded in compliance with the EAC.
  • Analyze profit risks and opportunities.
  • Ensure adherence to GAAP, Sarbanes-Oxley, FAR and all company policies and procedures as they related to contract performance and financials.
  • Provide support during upcoming system implementation and train subsidiaries on new system.

Qualifications:

  • A minimum of a Bachelor's degree in related field plus 5+ years of related and progressive experience in directing financial and accounting operations for government or other contracts.
  • Knowledge of the FAR, GAAP.
  • Must be able to multi-task, take ownership of assigned tasks and drive a process to completion
  • Must be computer systems-oriented and proficient in Microsoft Word, Excel and Outlook and be capable of learning and adapting to in-house computer applications
  • Strong analytical and organizational skills
  • Must be detail-oriented, accurate, consistent, and inquisitive
  • Must be dependable, self-motivated and a team player
  • Excellent written and verbal communication skills
  • Excellent problem solving and follow up skills
  • Ability to identify problems, process resolution and implement action or solution timely
  • Ability to work extended hours on an as needed basis
  • Experience in overseas assignments are a plus (Iraq, Afghanistan, Kuwait, etc.)
  • Ability to function effectively in a fast paced, team oriented work environment
  • Ability to meet deadlines and prioritize workload

This position is located in Kabul, Afghanistan.
